En marge de la visite officielle du Président de l’Assemblée nationale du Sénégal, Monsieur El Malick Ndiaye, aux Émirats arabes unis (EAU), les groupes d’amitié parlementaire des deux pays se sont réunis ce lundi 19 mai à Abou Dhabi. Cette rencontre s’inscrit dans une dynamique de renforcement des relations bilatérales et de promotion d’un dialogue parlementaire fécond et durable.<\/p>\r\n\r\n
La délégation sénégalaise était composée des honorables députés Cheikh Thioro Mbacké, président du groupe d’amitié Sénégal–EAU, Mamadou Lamine Thiam, Cheikh Tidiane Youm et Marie Angélique Diouf. La partie émiratie était conduite par Monsieur Saeed Al Abedi, président du Comité d’amitié parlementaire EAU–Sénégal, entouré de plusieurs membres du Conseil national fédéral.<\/p>\r\n\r\n
Les deux délégations ont réaffirmé leur volonté commune de hisser les relations parlementaires à un niveau d’excellence, en favorisant des échanges réguliers et un partage d’expériences entre les institutions législatives des deux pays.<\/p>\r\n\r\n
Les échanges ont également porté sur le projet de mémorandum d’entente en cours d’élaboration, qui vise à structurer et à consolider la coopération bilatérale, notamment dans le domaine économique, en appui aux ambitions communes des deux peuples.<\/p>\r\n\r\n

On the sidelines of the official visit of the President of the National Assembly of Senegal, Mr. El Malick Ndiaye, in the United Arab Emirates (Water), the parliamentary friendship groups of the two countries met this Monday, May 19 in Abu Dhabi. This meeting is part of a dynamic of strengthening bilateral relations and promoting a fertile and sustainable parliamentary dialogue.<\/p>\r\n\r\n
The Senegalese delegation was made up of the honorable deputies Cheikh Thioro Mbacké, president of the Senegal - Eau friendship group, Mamadou Lamine Thiam, Cheikh Tidiane Youm and Marie Angélique Diouf. The Emirati part was led by Mr. Saeed Al Abedi, President of the Water - Sénégal Parliamentary Friendship Committee, surrounded by several members of the Federal National Council.<\/p>\r\n\r\n
The two delegations have reaffirmed their common desire to hoist parliamentary relations at a level of excellence, by promoting regular exchanges and a sharing of experiences between the legislative institutions of the two countries.<\/p>\r\n\r\n
The exchanges also focused on the plan of understanding of understanding under development, which aims to structure and consolidate bilateral cooperation, especially in the economic field, in support of the common ambitions of the two peoples.<\/p>\r\n\r\n

Pour répondre à la demande croissante en électricité, le gouvernement du
\r\nPrésident Macky SALL durant son dernier mandat avait contracté avec la
\r\nsociété énergétique Turque KARPOWER, l'installation d'une centrale électrique
\r\nflottante d'une capacité de 235 MW pas loin du port de Dakar nommée
\r\n«KARADENIZ POWERSHIP AYSEGUL SULTAN » pour satisfaire 15 % de
\r\nla demande électrique du pays.
\r\nEn effet, cette démarche nous rappelle en partie le plan TAKKAL « Que la
\r\nlumière soit » qui avait été mis en place par le régime du Président Maître
\r\nAbdoulaye Wade pour résoudre le déficit de production auquel était confronté la
\r\nSenelec.<\/p>\r\n\r\n
Cette fausse solution avait non seulement été inefficace mais était un gouffre
\r\nfinancier qui révéla des pratiques contraires à la bonne gouvernance.
\r\nAinsi, dans un souci de transparence et d'une meilleure gestion des finances
\r\npubliques, je souhaiterai disposer du contrat signé entre l'état du Sénégal et la
\r\nsociété énergétique TURQUE pour l'installation de cette centrale.
\r\nJe souhaiterai également avoir le montant exact dépensé à ce jour.<\/p>\r\n\r\n
Enfin, dans un souci de préservation de notre patrimoine culturel et
\r\nenvironnemental, je souhaiterai également savoir si cette centrale flottante avait
\r\nfait l'objet d'une étude d'impact environnemental et social conformément à
\r\nl'article L 48 du code de l'environnement qui dispose dans son alinéa premier
\r\nque « Tout projet de développement ou activité susceptible de porter atteinte à

To meet the growing demand for electricity, the government of
\r\nPresident Macky SALL during his last mandate had contracted with the
\r\nTurkish energy company KARPOWER, installation of a power plant
\r\nfloating with a capacity of 235 MW not far from the port of Dakar named
\r\n“KARADENIZ POWERSHIP AYSEGUL SULTAN” to satisfy 15% of
\r\nthe country's electricity demand.
\r\nIndeed, this approach partly reminds us of the TAKKAL plan “That the
\r\nlight be" which had been put in place by the regime of President Master
\r\nAbdoulaye Wade to resolve the production deficit faced by the
\r\nSenelec.<\/p>\r\n\r\n
This false solution had not only been ineffective but was a pitfall
\r\nfinancial institution which revealed practices contrary to good governance.
\r\nThus, for the sake of transparency and better financial management
\r\npublic, I would like to have the contract signed between the state of Senegal and the
\r\nTURKISH energy company for the installation of this power plant.
\r\nI would also like to have the exact amount spent to date.<\/p>\r\n\r\n
Finally, in the interest of preserving our cultural heritage and
\r\nenvironmental, I would also like to know if this floating power plant had
\r\nis subject to an environmental and social impact study in accordance with
\r\nArticle L 48 of the Environmental Code which provides in its first paragraph
\r\nthat “Any development project or activity likely to harm
\r\nenvironment, as well as policies, plans, programs, regional and sectoral studies, will have to be the subject of an evaluation

\r\npas toujours dans une identité de situations. Parfois, ils sont placés dans des
\r\nsituations d'inégalité de fait, qui les empêchent de concourir dans les mêmes

Un citoyen Sénégalais habitant à Tonboronkoto sans aucune attache à Dakar où
\r\nest centralisée presque une bonne partie des concours nationaux rencontrera plus
\r\nde difficulté que le Sénégalais habitant à Dakar où sa banlieue.
\r\nPour permettre à tous les Sénégalais(es) de participer convenablement aux
\r\nconcours nationaux, la solution qui s'impose est la décentralisation desdits
\r\nconcours.<\/p>\r\n\r\n
Lors de la pandémie de la Covid 19, la Direction Générale de la Police
\r\nNationale, avait dans le but de faciliter l'accès aux centres d'examen organiser
\r\ndans différentes régions du pays le concours direct des sous-officiers.
\r\nMonsieur le Premier ministre, étant donné que l'ENA est directement rattachée à
\r\nla primature, n'envisagez-vous pas la possibilité d'organiser le concours de<\/p>\r\n\r\n
l'ENA dans les régions afin de faciliter l'accès aux centres d'examen à nos
\r\nconcitoyens désireux de passer ledit concours ?'<\/p>\r\n\r\n
