In his intervention, the Honorable Abdoulaye Tall, president of the Law Commission, warned against inaction in the face of a prevalence of MGFs which has practically not evolved for more than two decades, despite their ban since 1999. La Commission des Lois, de la Décentralisation, du Travail et des Droits humains a clôturé, le vendredi 13 juin 2025, un important atelier de trois jours (11, 12 et 13 juin) organisé autour du thème : « Droits humains et réformes législatives au Sénégal : dialogue parlementaire sur le droit de la famille, la protection de l’enfant et l’élimination des mutilations génitales féminines ».<\/p>\r\n\r\n
Co-organisé en étroite collaboration avec la Commission nationale des Droits de l’Homme du Sénégal, cet atelier a réuni des représentants de l’Exécutif, des organisations de la société civile, des agences des Nations Unies, des leaders religieux ainsi que des universitaires.<\/p>\r\n\r\n
L’objectif général de cet événement majeur était de renforcer la protection des droits humains, en particulier ceux des femmes et des enfants, à travers une réflexion parlementaire sur la réforme du Code de la Famille, l’adoption du Code de l’Enfant, et l’éradication des mutilations génitales féminines.<\/p>\r\n\r\n
Au fil des débats, les parlementaires ont salué la pertinence des thématiques abordées. Ils ont souligné, à cet égard, l’urgence de renforcer la protection de l’enfance et d’améliorer les droits des femmes, tout en tenant compte des spécificités culturelles et de l’évolution de la société sénégalaise.<\/p>\r\n\r\n
Ils ont ainsi recommandé, au vu de la sensibilité de ces questions, la poursuite de la réflexion dans un cadre inclusif, associant l’ensemble des parties prenantes, afin de parvenir à un large consensus sur ces enjeux d’intérêt national.<\/p>\r\n\r\n

The Laws, Decentralization, Work and Human Rights Commission closed, Friday, June 13, 2025, an important three -day workshop (June 11, 12 and 13) organized around the theme: "Human rights and legislative reforms in Senegal: parliamentary dialogue on family law, child protection and the elimination of female genital mutilation".<\/p>\r\n\r\n
Co-organized in close collaboration with the National Commission for Human Rights in Senegal, this workshop brought together representatives of the executive, civil society organizations, United Nations agencies, religious leaders as well as academics.<\/p>\r\n\r\n
The general objective of this major event was to strengthen the protection of human rights, in particular those of women and children, through a parliamentary reflection on the reform of the family code, the adoption of the child code, and the eradication of female genital mutilations.<\/p>\r\n\r\n
Over the debates, parliamentarians praised the relevance of the themes addressed. In this regard, they underlined the urgency of strengthening child protection and improving women's rights, while taking into account cultural specificities and the evolution of Senegalese society.<\/p>\r\n\r\n
They thus recommended, in view of the sensitivity of these questions, the continuation of the reflection in an inclusive framework, associating all the stakeholders, in order to achieve a broad consensus on these issues of national interest.<\/p>\r\n\r\n

Lors de cette rencontre, les représentants du Collectif ont porté à la connaissance des députés les conditions précaires qu’ils ont vécues et qui perdurent au sein de cette filiale. Selon eux, cette précarité s’est matérialisée par une absence de contrats en bonne et due forme, un défaut de couverture maladie et de cotisations sociales, ainsi que des cas de licenciement qu’ils jugent abusifs.<\/p>\r\n\r\n

On Wednesday 09 July 2025, the members of the Office of the Laws, Decentralization, Labor and Human Rights Commission of the National Assembly held a meeting with the collective of dismissed workers of Dakar Terminal, a subsidiary of the Bolloré group.<\/p>\r\n\r\n
During this meeting, the representatives of the collective brought to the attention of the deputies the precarious conditions they experienced and who persist within this subsidiary. According to them, this precariousness was materialized by an absence of contracts in good and due form, a lack of health coverage and social contributions, as well as cases of dismissal which they consider abusive.<\/p>\r\n\r\n

En partenariat avec la Plateforme de Protection des Lanceurs d’Alerte Afrique (PPLAAF), la Commission des Lois, de la Décentralisation, du Travail et des Droits humains a tenu, le 10 juillet 2025, un important atelier dédié au renforcement des capacités des parlementaires sur le thème du lancement d’alerte.<\/p>\r\n\r\n
Cet événement s’est déroulé dans les locaux de l’hôtel Ndiambour à Dakar et avait pour objectif d’approfondir la compréhension des députés sur le lancement d’alerte, ainsi que sur la définition et le rôle des lanceurs d’alerte. Il visait également à fournir aux participants les outils nécessaires pour assurer un meilleur examen du projet de loi sur la protection des lanceurs d’alerte en cours d’élaboration au Sénégal.<\/p>\r\n\r\n
Au cours des travaux, trois thématiques majeures ont été abordées :<\/p>\r\n\r\n
- le rôle des lanceurs d’alerte et les risques qu’ils encourent ;<\/p>\r\n\r\n
- un panorama comparatif des législations ;<\/p>\r\n\r\n
- les principes directeurs d’une loi efficace et protectrice pour les lanceurs d’alerte.<\/p>\r\n\r\n
Dans leurs interventions, les parlementaires se sont appesantis sur la nécessité d’une définition claire et large du champ d’application du lancement d’alerte, ainsi que du statut juridique des lanceurs d’alerte. Ils ont également mis l’accent sur l’importance d’un système de protection garantissant l’anonymat, dans le but de prévenir toute forme de représailles, qu’elles soient physiques, psychologiques ou professionnelles.<\/p>\r\n\r\n

In partnership with the Africa Alert Lancer Protection Platform (PPLAAF), the Law, Decentralization, Work and Human Rights Commission held, on July 10, 2025, an important workshop dedicated to the capacity building of parliamentarians on the theme of the launch of alert.<\/p>\r\n\r\n
This event took place in the premises of the Ndiambour hotel in Dakar and aimed to deepen the understanding of deputies on the launch of alert, as well as on the definition and role of whistleblowers. It also aimed to provide participants with the tools necessary to ensure better examination of the bill on the protection of whistleblowers under development in Senegal.<\/p>\r\n\r\n
During the work, three major themes were discussed:<\/p>\r\n\r\n
- The role of whistleblowers and the risks they incur;<\/p>\r\n\r\n
- a comparative panorama of legislation;<\/p>\r\n\r\n
- The guiding principles of an effective and protective law for whistleblowers.<\/p>\r\n\r\n
In their interventions, parliamentarians have been on the need for a clear and wide definition of the scope of the alert launch, as well as the legal status of whistleblowers. They also emphasized the importance of a protection system guaranteeing anonymity, in order to prevent any form of reprisals, whether physical, psychological or professional.<\/p>\r\n\r\n
