Le lundi 23 juin 2023, la Commission de l’Aménagement du territoire de l’Assemblée nationale, dirigée par le député Monsieur Oumar Sy, a rencontré la Coordonnatrice nationale du PUMA, Dr Ndèye Marième Samb. Cette réunion visait à mieux comprendre les missions, les actions et les défis du Programme d’Urgence de Modernisation des Axes et Territoires Frontaliers (PUMA).<\/p>\r\n\r\n
Créé en 2016, le PUMA intervient dans 10 régions frontalières du Sénégal, avec pour objectif de désenclaver ces zones, améliorer les conditions de vie et réduire la pauvreté. Il a réalisé à ce jour plus de 14 000 actions : infrastructures routières, postes de santé, dotations en ambulances, soutien économique, accès au numérique, actions humanitaires et environnementales.<\/p>\r\n\r\n
Les députés ont salué les réalisations du programme mais ont également soulevé des préoccupations concernant le manque d’écoles, d’hôpitaux, l’état des routes et les difficultés d’évacuation sanitaire. Ils ont demandé un élargissement du champ d’action du PUMA.<\/p>\r\n\r\n
En réponse, Dr Samb a plaidé pour une augmentation des ressources financières, soulignant l’importance d’arrimer le programme aux priorités de Sénégal Vision 2050. Les députés se sont engagés à soutenir ce plaidoyer lors des prochaines discussions budgétaires.<\/p>\r\n\r\n

On Monday, June 23, 2023, the National Assembly Planning Commission, led by deputy Mr. Oumar Sy, met the National Coordinator of Puma, Dr Ndèye Marième Samb. This meeting aimed to better understand the missions, actions and challenges of the emergency program to modernize border axes and territories (PUMA).<\/p>\r\n\r\n
Created in 2016, Puma intervenes in 10 border regions of Senegal, with the aim of opening up these areas, improving living conditions and reducing poverty. To date, it has carried out more than 14,000 shares: road infrastructure, health stations, ambulance allocations, economic support, digital access, humanitarian and environmental actions.<\/p>\r\n\r\n
The deputies praised the achievements of the program but also raised concerns concerning the lack of schools, hospitals, the state of roads and the difficulties of health evacuation. They asked for an enlargement of the field of action of the Puma.<\/p>\r\n\r\n

Sous la houlette de son Président, la Commission de l’Aménagement du Territoire, de l’Urbanisme, de l’Habitat, des Infrastructures et des Transports de l’Assemblée nationale a effectué, ce mardi 1er juillet 2025, une visite de travail à la SONAGED S.A.<\/p>\r\n\r\n
Conduite par l’Honorable député Oumar SY, la délégation parlementaire a souligné l’importance de cette initiative. Dans son allocution, le Président de la commission a déclaré :<\/p>\r\n\r\n
« En tant que représentants du peuple, notre mission est de vous accompagner, de porter le plaidoyer du peuple et de l’agence. »<\/p>\r\n\r\n
Pour sa part, le Directeur général de la SONAGED, M. Khalifa Ababacar SARR, a salué cette démarche et mis en lumière les résultats obtenus depuis sa prise de fonction. Il a également attiré l’attention des parlementaires sur les défis majeurs auxquels l’agence est confrontée, notamment la dette des concessionnaires et l’insuffisance du budget alloué.<\/p>\r\n\r\n
M. SARR a présenté sa vision d’un secteur de la gestion des déchets en pleine mutation, avec pour ambition de le conduire vers une véritable industrialisation, créatrice de richesses et d’emplois pour le Sénégal. Cette stratégie s’inscrit dans une dynamique de développement durable et de valorisation économique du secteur.<\/p>\r\n\r\n
Les membres de la commission ont, par ailleurs, posé des questions sur le fonctionnement de la SONAGED dans les différentes régions, s’intéressant notamment aux défis et opportunités liés à la décentralisation de la gestion des déchets.<\/p>\r\n\r\n

Under the leadership of its President, the Commission for Spatial Planning, Town Planning, Housing, Infrastructure and Transport of the National Assembly carried out, Tuesday, July 1, 2025, a working visit to the Sonaged S.A.<\/p>\r\n\r\n
led by the Honorable MP Oumar Sy, the parliamentary delegation stressed the importance of this initiative. In his speech, the chairman of the committee said:<\/p>\r\n\r\n

For his part, the Director General of SONAGED, Mr. Khalifa Ababacar Sarr, praised this approach and highlighted the results obtained since taking office.
