Monsieur le Ministre,<\/strong><\/p>\r\n\r\n

En ma double qualité de député et d’ingénieur du numérique, je souhaite attirer votre attention sur plusieurs préoccupations majeures liées à l’accès, au coût et à la transparence des services de télécommunications au Sénégal. Ces enjeux, qui touchent directement le pouvoir d’achat des citoyens et la compétitivité de notre économie, appellent des réponses précises et des mesures correctives.<\/p>\r\n\r\n

Tout d’abord, de nombreux usagers signalent une consommation anormalement rapide de leurs forfaits Internet, suscitant des interrogations sur la transparence des mécanismes de comptabilisation des données. En tant que technicien, je m’interroge sur la conformité des méthodes employées par les opérateurs – notamment la gestion des flux en arrière-plan et les mises à jour automatiques – aux standards internationaux en vigueur.<\/p>\r\n\r\n

Ensuite, le coût de l’Internet mobile demeure élevé par rapport à certains pays voisins. À titre de comparaison, 1 Go de données coûte environ 1 500 FCFA au Sénégal<\/strong>, contre 900 FCFA en Côte d’Ivoire<\/strong> et 1 200 FCFA en Guinée<\/strong>. Même face au Mali ou à la Gambie, où le prix oscille autour de 1 200 FCFA\/Go<\/strong>, notre tarification se situe dans la tranche haute. Cette situation pénalise les ménages et les entreprises, en particulier les startups et les acteurs du numérique dont la compétitivité dépend fortement de l’accès à une connectivité abordable.<\/p>\r\n\r\n

Par ailleurs, la question des crédits non consommés – qu’il s’agisse de données ou de forfaits voix – reste une source de frustration pour les consommateurs. Ces crédits expirent souvent sans compensation, alors que les opérateurs réalisent des chiffres d’affaires considérables. En 2024, le chiffre d’affaires de l’opérateur national SONATEL <\/strong>a atteint 1 776,4 milliards de FCFA<\/strong>, en hausse de 9,6 %<\/strong>, avec un résultat net de 393,7 milliards de FCFA<\/strong>, soit une progression de 18,7 %<\/strong>. Dans d’autres juridictions, des dispositifs existent pour permettre le report des crédits ou offrir des compensations aux abonnés, soulevant ainsi la question d’une éventuelle régulation au Sénégal.<\/p>\r\n\r\n

Face à ces constats, je vous prie de bien vouloir répondre aux questions suivantes :<\/p>\r\n\r\n

Normes de comptabilisation des données<\/strong> : Quelles exigences techniques le ministère impose-t-il aux opérateurs pour assurer une mesure transparente et fiable de la consommation des données ? Un audit indépendant des mécanismes de comptabilisation est-il envisagé afin de garantir leur conformité et leur fiabilité ?<\/li>\r\n\t
  2. Comparaison régionale des coûts<\/strong> : Quels benchmarks le ministère utilise-t-il pour évaluer les tarifs pratiqués au Sénégal par rapport aux autres pays de la sous-région ? Quelles mesures concrètes sont prévues pour favoriser une réduction des coûts tout en maintenant la qualité du service ?<\/li>\r\n\t
  3. Gestion des crédits non consommés<\/strong> : Existe-t-il une estimation du volume annuel des crédits expirés sans compensation pour les abonnés ? Le ministère envisage-t-il une régulation obligeant les opérateurs à proposer des reports ou des compensations, à l’instar de certaines pratiques internationales ?<\/li>\r\n<\/ol>\r\n\r\n

    In my double quality of deputy and digital engineer, I wish to draw your attention to several major concerns linked to the access, cost and transparency of telecommunications services in Senegal. These issues, which directly affect the purchasing power of citizens and the competitiveness of our economy, call precise responses and corrective measures.<\/p>\r\n\r\n

    First, many users report abnormally rapid consumption of their internet packages, arousing questions about the transparency of data accounting mechanisms. As a technician, I wonder about the conformity of the methods used by operators-in particular the management of flows in the background and automatic updates-to international standards in force.<\/p>\r\n\r\n

    Then, the cost of mobile Internet remains high compared to certain neighboring countries. For comparison, 1 GB of data costs around 1,500 FCFA in Senegal <\/strong>, against 900 FCFA in Côte d'Ivoire <\/strong> and 1 200 FCFA in Guinea <\/strong>. Even facing Mali or Gambia, where the price oscillates around 1,200 FCFA\/GO <\/strong>, our pricing is in the high edge. This situation penalizes households and businesses, in particular startups and digital players whose competitiveness strongly depends on access to affordable connectivity.<\/p>\r\n\r\n

    Furthermore, the question of unused credits - whether data or voice packages - remains a source of frustration for consumers. These credits often expire without compensation, while operators make considerable turnover. In 2024, the turnover of the national operator Sonatel <\/strong> reached 1,776.4 billion FCFA <\/strong>, up 9.6 %<\/strong>, with a net result of 393.7 billion FCFA <\/strong> of 18.7 %<\/strong>. In other jurisdictions, devices exist to allow the postponement of credits or offer compensation to subscribers, thus raising the question of a possible regulation in Senegal.<\/p>\r\n\r\n
