Lors de son entretien avec l’Ambassadeur du Canada, les discussions ont porté sur le renforcement des relations entre les deux pays, avec un accent particulier sur la formation des députés et la numérisation. Le Canada a réaffirmé son engagement à accompagner l’Assemblée nationale sénégalaise dans ces domaines, notamment à travers le Programme des Nations Unies pour le développement (PNUD).<\/p>\r\n\r\n

Le Président de l’Assemblée nationale a salué la qualité des relations entre le Sénégal et le Canada, soulignant l’importante contribution canadienne au développement du pays. Il a exprimé son souhait de voir cette coopération se renforcer, notamment par le biais d’échanges parlementaires et du soutien aux projets inscrits dans l’Agenda de Transformation 2050.<\/p>\r\n\r\n

Par ailleurs, il a soulevé la question des visas ainsi que le coût élevé des frais d’inscription des étudiants sénégalais dans les universités canadiennes. Dès l’ouverture de son intervention, le Président El Malick Ndiaye a transmis aux membres de l’Union interparlementaire les « salutations fraternelles » de Son Excellence Monsieur Bassirou Diomaye Faye<\/a>, Président de la République du Sénégal.<\/p>\r\n\r\n

Il a ensuite abordé la thématique retenue pour cette session : « L’action parlementaire en faveur du développement social et de la justice sociale », soulignant sa « pertinence exceptionnelle ». Selon lui, cette problématique « nous interpelle » dans un contexte mondial caractérisé par des « fractures sociales de plus en plus profondes ». Il a insisté sur la responsabilité collective des parlementaires dans la construction de « sociétés humaines plus justes et plus équitables ».<\/p>\r\n\r\n

Pour le Président, l’Union interparlementaire, en tant qu’instance porteuse de la légitimité des peuples, doit servir de cadre privilégié pour formuler des solutions aux inégalités qui compromettent notre aspiration commune à un vivre-ensemble harmonieux.<\/p>\r\n\r\n

Il a également affirmé que le développement et la justice sociale exigent de « replacer l’humain au cœur des politiques publiques ». Cette démarche, selon lui, dépasse la simple amélioration du revenu individuel. Elle suppose aussi la lutte contre la vulnérabilité, l’exclusion, les déséquilibres de pouvoir, les déficits institutionnels et l’exposition à la violence.<\/p>\r\n\r\n

Dans cette optique, il a rappelé l’engagement fort du Sénégal à travers l’Agenda national de transformation « Sénégal 2050 », qui érige la justice sociale en priorité des politiques publiques.<\/p>\r\n\r\n

Un moment particulièrement marquant de son allocution fut la citation d’un proverbe ouzbek : « Le bonheur d’un pays commence par la justice au sein des foyers ». À travers cette référence, le Président a souligné que la justice, socle de toute société durable, doit d’abord s’enraciner dans les foyers, avant de s’étendre à l’échelle nationale et internationale.<\/p>\r\n\r\n

Évoquant les grands enjeux mondiaux, il a mis en garde contre un ordre international régi par des règles imposées unilatéralement par les puissants. Il a plaidé pour un « développement véritablement inclusif », permettant à chaque citoyen de participer pleinement à la dynamique économique de son pays et d’en tirer équitablement les bénéfices.<\/p>\r\n\r\n

En conclusion, le Président El Malick Ndiaye a lancé un appel fort à ses homologues parlementaires, les invitant à se mobiliser face à la crise humanitaire qui sévit à Gaza. Il a rappelé leur « devoir moral » de « dénoncer toute forme d’injustice et de violence à l’encontre de victimes innocentes, quels qu’en soient les auteurs ».<\/p>\r\n\r\n

Il a conclu en ces termes :<\/p>\r\n\r\n

The President of the National Assembly of Senegal, Mr. El Malick Ndiaye, delivered a solemn speech on Monday, April 7, 2025, during the 150th Assembly of the Inter-Parliamentary Union (IPU), held in Tashkent, Uzbekistan.<\/p>\r\n\r\n

At the beginning of his address, President El Malick Ndiaye conveyed the “fraternal greetings” of His Excellency Mr. Bassirou Diomaye Faye, President of the Republic of Senegal, to the members of the Inter-Parliamentary Union.<\/p>\r\n\r\n

He then addressed the theme chosen for this session: “Parliamentary action for social development and social justice,” emphasizing its “remarkable relevance.” According to him, this issue “challenges us all” in a global context marked by “increasingly deep social fractures.” He stressed the collective responsibility of parliamentarians in building “more just and equitable human societies.”<\/p>\r\n\r\n

For the President, the Inter-Parliamentary Union, as a legitimate representative body of peoples, must serve as a privileged framework for formulating solutions to inequalities that hinder our shared aspiration for harmonious coexistence.<\/p>\r\n\r\n

He also affirmed that development and social justice require “placing the human being back at the center of public policies.” This approach, he said, goes beyond simply improving individual income. It also implies fighting against vulnerability, exclusion, power imbalances, institutional deficits, and exposure to violence.<\/p>\r\n\r\n

In this regard, he recalled Senegal’s strong commitment through the national transformation agenda “Senegal 2050,” which makes social justice a public policy priority.<\/p>\r\n\r\n

A particularly striking moment in his speech was the quote of an Uzbek proverb: “The happiness of a country begins with justice within households.” Through this reference, the President emphasized that justice — the foundation of any lasting society — must first take root in households before extending to national and international levels.<\/p>\r\n\r\n

Touching on major global challenges, he warned against an international order governed by rules unilaterally imposed by the powerful. He advocated for a “genuinely inclusive development” that enables every citizen to fully participate in their country’s economic dynamics and benefit from it fairly.<\/p>\r\n\r\n

In conclusion, President El Malick Ndiaye made a strong appeal to his fellow parliamentarians, urging them to take a stand in the face of the humanitarian crisis in Gaza. He reminded them of their “moral duty” to “denounce any form of injustice and violence against innocent victims, regardless of the perpetrators.”<\/p>\r\n\r\n
