En marge de la 3e Conférence des Nations Unies sur l’Océan (UNOC3), qui se tient à Nice du 6 au 13 juin, la députée Fatou Diop Cissé Goudiaby, Présidente de la Commission des Affaires étrangères, des Sénégalais de l’extérieur et de l’Intégration africaine de l’Assemblée nationale du Sénégal, a pris part, au nom du Président de l’institution parlementaire, Monsieur Malick NDIAYE, aux travaux du Parlement de la Mer organisés ce dimanche 8 juin au Centre Universitaire Méditerranéen (CUM) de Nice, en France.<\/p>\r\n\r\n

Cette rencontre a été marquée par une matinée riche en échanges, en présence de l’Honorable Eléonore CAROIT, députée des Français de l’étranger et vice-présidente de la Commission des Affaires étrangères au Parlement français, ainsi que de parlementaires venus d’Afrique, d’Europe et des Amériques .<\/p>\r\n\r\n

Il a été rappelé avec insistance que les parlementaires ne doivent pas être de simples observateurs lors des grands rendez-vous internationaux. En tant qu’acteurs centraux de l’élaboration des lois, du contrôle de l’action gouvernementale et de la ratification des traités, leur implication dans la gouvernance de l’océan est cruciale.<\/p>\r\n\r\n

L’accent a été mis sur la nécessité de renforcer l’action politique en faveur de la protection des océans, notamment par une plus grande implication des représentants parlementaires dans les défis globaux liés au climat : dérèglement climatique, pollution marine, surpêche illégale, érosion côtière, et exploitation non durable des ressources marines.<\/p>\r\n\r\n

La Conférence UNOC3 a pour objectif de promouvoir une action urgente et concertée pour la préservation et l’utilisation durable de l’océan, des mers et de leurs ressources, dans le cadre du développement durable. On the sidelines of the 3rd United Nations Conference on the Ocean (UNOC3), which is held in Nice from June 6 to 13, MP Fatou Diop Cissé Goudiaby, president of the Foreign Affairs Committee, Senegalese from outside and African Integration of the National Assembly of Senegal, took part, on behalf of the President of the Parliamentary Institution, of the Parliament of the Sea organized this Sunday, June 8 at the Mediterranean University Center (CUM) in Nice, in France.<\/p>\r\n\r\n

This meeting was marked by a morning rich in exchanges, in the presence of the Honorable Eléonore Caruit, deputy of the French abroad and vice-president of the Foreign Affairs Committee in the French Parliament, as well as parliamentarians from Africa, Europe and the Americas.<\/p>\r\n\r\n

He was insisted that parliamentarians should not be simple observers during major international meetings. As central actors in the development of laws, control of government action and the ratification of treaties, their involvement in ocean governance is crucial.<\/p>\r\n\r\n

The emphasis has been placed on the need to strengthen political action in favor of ocean protection, in particular by a greater involvement of parliamentary representatives in global challenges related to climate: climate change, marine pollution, illegal overhanging, coastal erosion, and non -sustainable exploitation of marine resources.<\/p>\r\n\r\n

The Unoc3 conference aims to promote urgent and concerted action for the preservation and sustainable use of the ocean, seas and their resources, as part of sustainable development. Les lundi 23 et mercredi 25 juin 2025, une délégation de parlementaires de la Commission des Affaires étrangères, des Sénégalais de l’extérieur et de l’Intégration africaine de l’Assemblée nationale a été reçue successivement par les Ambassadeurs du Canada, de la France et de la Belgique accrédités au Sénégal.<\/p>\r\n\r\n

Ces visites s’inscrivent dans le cadre de la diplomatie parlementaire, avec pour objectif de consolider et de renforcer les relations bilatérales entre le Sénégal et ses partenaires stratégiques.<\/p>\r\n\r\n

Les échanges ont porté sur plusieurs thématiques majeures, notamment :<\/p>\r\n\r\n

La coopération bilatérale et l’aide publique canadienne au développement au Sénégal ;<\/p>\r\n\r\n

Les perspectives de renforcement du partenariat stratégique entre le Sénégal et la France ;<\/p>\r\n\r\n

Les procédures consulaires relatives à la délivrance des visas, au regroupement familial, aux titres de séjour, ainsi qu’aux démarches préfectorales et administratives dans les pays hôtes ;<\/p>\r\n\r\n

Les conditions de vie des étudiants sénégalais à l’étranger ;<\/p>\r\n\r\n

La situation des retraités sénégalais vivant dans ces pays partenaires ;<\/p>\r\n\r\n

Et enfin, le développement de la coopération parlementaire entre les institutions législatives du Sénégal et celles des pays visités.<\/p>\r\n\r\n

La rencontre s’est tenue en présence de Son Excellence Chérif DIAGNE, Conseiller diplomatique du Président de l’Assemblée nationale, et de Monsieur Coly SECK, Représentant permanent du Sénégal auprès des Nations Unies.<\/p>\r\n\r\n

Dans son allocution d’ouverture, Madame CISSÉ a salué les efforts du Comité en faveur de la cause palestinienne, rendant hommage aux États engagés pour une paix juste et durable au Proche-Orient. La délégation du CEIRPP, présente à Dakar en marge de la Conférence sur la question de Jérusalem prévue le 9 juillet 2025 en partenariat avec l’Organisation de la coopération islamique, a présenté un état des lieux de la situation en Palestine. Elle a exprimé sa profonde reconnaissance au Sénégal pour son soutien constant et a plaidé pour une mobilisation accrue des parlementaires en faveur de la reconnaissance pleine et entière de l’État de Palestine.<\/p>\r\n\r\n

On behalf of the President of the National Assembly, Mr. El Malick Ndiaye, the Foreign Affairs Committee, Senegalese from outside and African integration, led by Mrs. Fatou Diop Cissé, received a delegation from the Committee for the exercise of the inalienable rights of the Palestinian people (CEIRPP), led by his Excellency Riad Mansour, Ambassador United.<\/p>\r\n\r\n

The meeting was held in the presence of His Excellency Chérif Diagne, diplomatic advisor to the President of the National Assembly, and Mr. Coly Seck, Permanent Representative of Senegal with the United Nations.<\/p>\r\n\r\n

In her opening speech, Cissé praised the committee's efforts in favor of the Palestinian cause, paying tribute to the states committed for a just and lasting peace in the Middle East. The CEIRPP delegation, present in Dakar on the sidelines of the Conference on the question of Jerusalem scheduled for July 9, 2025 in partnership with the organization of Islamic cooperation, presented an inventory of the situation in Palestine. She expressed her deep recognition in Senegal for her constant support and pleaded for increased mobilization of parliamentarians in favor of full and whole recognition of the state of Palestine.<\/p>\r\n\r\n

\r\nUne délégation de parlementaires de la Commission des Affaires étrangères, des Sénégalais de l'Extérieur et de l'Intégration africaine a effectué le vendredi 4 juillet 2025, une visite officielle à l'Ambassade du Japon, où elle a été accueillie par Son Excellence Monsieur Takeshi Akamatsu, Ambassadeur du Japon au Sénégal.
\r\nLes échanges ont principalement porté sur les initiatives prometteuses du Japon en matière de développement des ressources humaines au Sénégal, la situation de nos compatriotes, notamment des étudiants dans ce pays. En outre, les discussions ont permis de souligner l'importance des efforts conjoints déployés dans plusieurs secteurs stratégiques, notamment la formation professionnelle et technique, le transfert de compétences et de technologies, le soutien à l'employabilité des jeunes, ainsi que le sport.
\r\nCette visite illustre la dynamique positive qui caractérise les relations entre le Sénégal et le Japon, ainsi que l'importance accordée par les deux parties au dialogue parlementaire comme vecteur de renforcement des liens bilatéraux.<\/p>\r\n\r\n

Rencontre avec l'Ambassadrice d'Espagne<\/strong>
\r\nCe mercredi 9 juillet 2025, la délégation de parlementaires de la Commission, conduite par la Présidente Fatou Diop Cissé, a été reçue par Son Excellence Madame Dolores Ríos Peset, Ambassadrice d'Espagne au Sénégal.
\r\nCette rencontre a permis aux parlementaires d'aborder plusieurs préoccupations majeures relatives à la situation des ressortissants sénégalais en Espagne, aux procédures consulaires et à la reconnaissance des diplômes. Les parlementaires ont plaidé pour que des initiatives concrètes soient prises afin de faciliter et d'améliorer ce processus.
\r\nPar ailleurs, la situation préoccupante des mineurs non accompagnés présents dans les îles espagnoles a été portée à l'attention de Madame l'Ambassadrice, qui a fait le point sur les actions menées par les autorités espagnoles et sénégalaises en ce sens.
